		<description>One can applaud efforts by bona fide humanitarians to define parameters for humanitarian intervention and the care they took to consider most, if not all, aspects of this complex endeavour.   While the UN Security Council is today the only authority which presents the appearance of the &quot;international community&quot; and could be empowered to assess the legitimacy of a particular humanitarian intervention, such appearance is, in my opinion, deceptive. The Security Council has, since 1990, presided over large crimes, including economic sanctions against the Iraqi population that caused the deaths of over half a million people, mostly children; it did not move a finger when Western states committed aggression (the US in Panama, multiple acts of aggression by Israel, and both the acts of aggression against Afghanistan and Iraq 2003); and it colluded in determining on September 12, 2001 - without any factual evidence to support such determination - that the attacks of September 11, 2001, were an act of &quot;international&quot; terrorism. It went even further by determining at a later date - without any empirical evidence - that terrorism is &quot;one of the most serious threats to peace and security&quot;.  The Security Council, as currently composed and empowered, cannot be trusted by humanitarians to make morally sound determinations of what constitutes a reason for humanitarian intervention.  The Security Council is today one of the most serious threats to world peace and should be closed down by the UN General Assembly, or by the world&#039;s peoples.
